3.0 Product safety # IssueIn the meat industry, the product safety is very important and thecompany must pay a lot of attention on it. As for IBL Sdn. Bhd.

, its mainresponsibility is to control the product quality, hygiene and safety is needed.In order to avoid legal risk, understand and follow the rules of the importcountry is very important. 3.1 Meat quality and its ingredientsWhile exporting meat to China, there are a few regulations regarding toproduct safety is shown in the Law of China (1983). In the Law, it stated thatthe food (include meat) must be not toxic and harmless. The product should alsoconform to proper nutritive requirements and should have appropriate sensoryproperties such as fragrance, colour and taste.

Any poneultry, livestock thathave died due to diseases, toxic or some unknown reasonare also not allowed for the use of marketing. These two points mean that IBLSdn. Bhd. should be careful when buying raw meat and must confirm that the meatis healthy. Next, in the aspect of the food additives, which means theflavouring, colouring and the preservatives are also being mentioned in the Law.The law states that the food additives must meet the quality standard and beproduced by factories who have the authorities to do so. The use of the foodadditives must also meet the hygiene standard which is shown in the hygienemanagement regulations.

The use of substandard or lower quality food additivesare not allowed.3.2 Product Hygiene In order to keep quality assurance of the meat, several external factorsor environment should also be taken care of such as the container that used fortransportation and its package. Under the law, it said that containers andequipment that are used for the purpose of transportation, loading andunloading of meat must meet the hygiene requirements and standards in order toprevent food hygiene and quality problems. Besides, packaging of the meat that thematerial are made by paper, plastic, rubber or other material as well as paintsand coatings must be manufactured by authorized factories. This is because thepackage has a direct contact with the meat itself.

Unclean or toxic package mayaffect the quality and hygiene issues to the meat and the company’s products.If the IBL Sdn. Bhd. did not achieve and do as the rules and regulationsstates, it will face legal responsibility such as penalties by fine with notless than 20 yuan and not more than 30,000 yuan or even the revocation of the company’shygiene license.3.

0.1 Product Safety # RecommendationThere are several measures that are able to help provide assurance andlegal protection to IBL Sdn. Bhd. regarding to the product safety issue. First,IBL Sdn.

Bhd. should assign their production department to double check inorder to make sure that the amount of additives within the meat is still withthe standard. Next, purchase department should send a team to pay the suppliera visit and also do some checking with the livestock. This is to make sure thatthe supply of the raw meat is in quality assurance. IBL Sdn. Bhd. should alsomake sure the container and the ship to be used for export is being cleanedevery day and good in hygiene.

Lastly, supplier of the packaging materialshould show us the document which proves that the material of the package isnontoxic and unharmed to the consumers.             4.0 Package labeling # IssuePackage labelling is a very important and IBL Sdn. Bhd. should alsoalways put a lot of attention in this issue. Package labelling enables the IBLSdn. Bhd. to share and provide necessary information to the consumers.

Providing information to the consumer is a mean of respect to the human rightsand keep the consumer safe while using the product. In the package of meat, itcould be plastic package or can. According toUSDA (2017), it has stated that in order to export meat to China, the exteriorlabel should include Chinese and English.

Within the exterior label, it isstated that several elements must be included, which are Product name, Countryof origin, Establishment number, Production date, Expiration date, storageperiod or shelf life, Storage temperature, Country of destination, Net weight(English), Inspection legend (English), Name and address of Company (English),Production Lot number (as defined by the exporter), Specification (refers topackaging type).The China labelrequirements has no restrictions on the label size, colour, and size of thewording as long as it is legible and easy to read (USDA 2017).This is a veryimportant information for meat exporters who want to export to China. Thereason is because they may prohibit the entrance of the product due to notfollowing the labelling requirement of China and cause the issue of unclearinformation. 4.0.1 Packagelabeling # RecommendationIn order toavoid or prevent this to happen, some general measures could be taken in orderto lessen or eliminate this legal risk.

Before loading the cargo (meat)onboard, IBL Sdn. Bhd. should assign a team of workers to do the final checkingof the product and determine whether the product labels in as follow to therequirement of China. The team needs to put more attention on checking theproduction lot number, expiry date, production date, and the specifications.Making a final checking can lessen the chances that IBL Sdn. Bhd.

in facingthis kind of legal risk, and this would help IBL Sdn. Bhd. to avoid payingextra cost or face loss.
